September 2018                                                             Building news, programs and more.......

New Library Building Update:  we are trying again!

The millage did NOT pass; returning of grant funds is underway. HOWEVER, the Library Board has decided to try one more time asking the residents to consider a building millage in November. Our facts are:

               1. The millage is only for Richland Township residents as we are officially the Richland Township Library.  Only Richland Township residents will be responsible for the millage.

                2. Residents are being asked to fund only half of the projected costs: 1.5 million. The estimated cost of building is $3.1 million. With the Foye bequest and the grant funds we had, the library had almost 1.7 million towards the project.

3.. We will be resubmitting all grant proposals to again seek funds to build. We still have grants that remain committed if we succeed in passing the millage in November and those who gave before have said to reapply again if we raise more funds.

                 4. The Board has decided to build instead of renovating and adding an addition because building new is less expensive than an addition. Looking at our location (we are landlocked) means we cannot build towards the road or to the north. Adding to the south is only possible if we are allowed to remove the driveway. Moving into the parking lot means the cost of having Consumer Energy move their power lines, moving gas lines, water lines, and drains. We would also then have to add additional parking spaces and provide drainage/drains for the current county drain rules as we change the current set up.  The current building would then have to be remodeled to be brought up to all current building codes; we do know the roof/ceiling cannot be raised. Looking at renovation/addition brought costs close to $3.5 million dollars; more than a new building.

                                    LIBRARY MILLAGE PROPOSAL

Shall the tax limitation on all taxable property within Richland Township, Saginaw County, Michigan, be increased and the Township be authorized to levy a new additional millage in an amount not to exceed 1.0 mill ($1.00 on each $1,000 of taxable value) for ten (10) years, 2018 to 2027 inclusive, to provide funds for all library purposes authorized by law, including operating and constructing a library building for the Rauchholz Memorial Library? If the millage is approved, the estimate of the revenue the Township will collect in 2018, the first year of the levy, is approximately $150,000. By law, the funds from the millage will be disbursed to the Rauchholz Memorial Library.
