ALFA NEWS

Alfa Regulatory, Legislative Snapshot Offers Insight into State Trends

A top ALFA priority is to monitor legislative and regulatory activity throughout the states. By keeping a close watch on state activity, ALFA is able to advocate for meaningful laws and regulations while trying to prevent passage of reform that would negatively impact members and their residents.

ALFA publishes a quarterly legislative summary of state regulatory and legislative initiatives to aid senior living executives and others in navigating the regulatory and legislative environments of the states. The report is a sampling of enacted legislation and regulatory revisions offering highlights of the tens of thousands of bills introduced each legislative session.

“ALFA’s quarterly legislative snapshot is a very valuable tool that allows assisted living communities to stay up to date on legislative and regulatory changes affecting our communities.  With the large number of proposed and finalized changes occurring across the country in each state, having access to a systemized snapshot provides easy access to these changes,” said ALFA Government Relations/Legal Roundtable Chairman Mike Pochowski, who also serves as director of Brookdale’s government affairs and legal operations.  “This also allows assisted living communities to be in the know on potential changes and also maintain compliance as changes occur. I would definitely recommend that assisted living communities access this document on a regular basis.”

For example, did you know that in Maryland a bill was enacted this year requiring licensed money transmitters like those trained to use Western Union’s services to undergo training to detect financial abuse of elder adults? New York’s legislature recently adopted a 2014-2015 budget including provisions requiring criminal background checks for employees of assisted living communities. Oregon now requires state police and sheriffs to adopt written policies relating to missing vulnerable adults by January 1, 2015.

There is also a 2013 end-of-year legislative summary available via ALFA’s store, free to members, $500 for nonmembers. The 2014 summary is scheduled for delivery to the ALFA store this December. ALFA also offers members a daily online tracking service for bills and regulations. ALFA members can subscribe to this free service by contacting ALFA Director of Advocacy Justin Worrell via email, jworrell@alfa.org . For information on becoming a member of ALFA, contact Membership Manager Kari Horesky at khoresky@alfa.org.
