Special Session

On June 23rd, Thursday, the Legislature will convene for a special session to pass legislation to constitutionally fund our schools.  The constitution states “the legislature shall make suitable provision for finance of the educational interests of the state.”  The Supreme Court has ruled that this means all taxpayers in the state should be equitably taxed to finance the schools.  The property taxpayers of the 125th district should not be taxed more to educate the children of the state than the taxpayers in richer districts.  This is the crux of the matter.  The problem is compounded by the fact that for equitable taxation to occur under the “block grants” a lot of school districts will lose funding.  An additional $38 million would result in around 96 school districts losing funding from the state.  This is just one example of why I felt the “block grants” were a bad idea.  To “hold harmless” all the school districts the fix is estimated to be $50 million in additional funding.

Because of the revenue shortfalls in May the State is currently estimated to end the year around $50 million in the red without spending any additional funds to constitutionally fund the schools. This special session will be difficult as the legislature deals with the problems of constitutionally funding our schools, keeping schools open, taxing all Kansan’s equitably, and the pleas of the richer school districts to not cut their state funding.
