CONGRATULATIONS TO 
Mr. JEFFREY EDWARDS! 

Counsel to the Quebec Bar since 1987 and a member of the Bar of Ontario and the Canadian Bar Association, Mr. Edwards was registered as an ADR professional in the LRSP directory. He has been appointed judge of the Court of Québec (Civil Division) for the judicial district of Montreal. The LRSP gives him its warmest congratulations on his appointment!
CONGRATULATIONS TO THE AJEFO!

At the Ontario Bar Association (OBA) Annual Awards Gala, the Association des juristes d’expression française de l’Ontario (AJEFO) was honoured as recipient of the OBA President's Award.
The award was given to the AJEFO for its two major initiatives that have a direct impact on official language minority communities in Canada:
the web portal jurisource.ca and the web portal cliquezjustice.ca !
 
STUDENTS FOR SUMMER 2014 AT THE LRSP

The LRSP welcomes two new students for the summer session. Miss Jasmine Ranger who is a student in the translation program, she will implement new communications strategies with the Communications Manager, and Miss Genevieve Bernier Gosselin, a law student who will assist the Legal Advisor. 

Moreover, the LRSP would like to warmly thank Ms. Marie-Hélène Haché, a law student who worked at the LRSP throughout the winter session. The work of Marie-Hélène in research and in legal drafting fully benefited the program. We wish her good luck in her career path as a young lawyer!

At its meeting on April 7,2014, the Expert Panel adopted the following motion:
"Due to budget limits, the LRSP will not finance interventions during its 2014-2015 fiscal year."

UPDATE ON FUNDING APPLICATIONS SUBMITTED AT THE LRSP
The members of the Expert Panel received and examined twenty (20) applications for funding. After a thorough analysis of the applications, the Panel decided that:
  • Five (5) applications did not meet the eligibility criteria.
  • Two (2) analyzes will be carried forward to the next Panel meeting.
  • Ten (10) funding applications were accepted.
Please note that the information on applications remain strictly confidential and will not be reported either in this newsletter or on its website, unless the applicant formally authorized it.

Reference on Senate Reform and linguistic minorities
 
On April 25th, 2014 the Supreme Court of Canada issued its decision in the matter of the Reference on Senate Reform. The eight justices held unanimously that Parliament cannot achieve a Senate reform without the consent of the provinces.
 
The Supreme Court emphasized the historical role of the Senate to the fair representation of minorities, without which minority communities could not be represented due to their number and the popular democratic system.
 
Therefore, the Supreme Court held that the Senate is part of Canada’s constitutional structure and as such, the federal government cannot unilaterally modify or abolish the Senate. To achieve the reform of the Senate, the federal government has to apply the constitutional amending formulas adopted during the patriation of the Constitution in 1982. These formulas are detailed in part V of the Constitution Act, 1982.
