Pennsylvania Leaders Recognized at

The Arc's National Convention

Pennsylvania was well represented at the 2020 National UnConventional Convention of The Arc of the United States.  The entire convention was held virtually.  Here are the Pennsylvania leaders recognized at this year's annual convention.

MR. KENNETH OAKES, Elected President

The Arc United States Elected Ken Oakes as our next President.  Ken (as we know him) has been involved with The Arc since the 1970s when he joined The Arc of Erie County, PA and the chapter’s Youth Arc program. As a college student, he served as President of his local and state Youth Arc chapters and the national Treasurer. Years later he served as President of The Arc of Philadelphia and The Arc of Pennsylvania, remaining an active board member of both chapters. His time as a member of The Arc US board includes serving as chair of the Policy and Positions Committee and a member of the Executive, Strategic Planning and Diversity Committees. His career in special education spans four decades from a teacher to the Special Education Director in the School District of Philadelphia. Now retired, he is currently a member of the graduate school faculty at Chestnut Hill College. His work continues in the field of special education, consulting with public and private school special education programs, and compliance monitoring with the state Bureau of Special Education. Ken has had a long and rich volunteer history with the disability community, including as Chair of the Pennsylvania Protection & Advocacy board of directors, The Arc of PA representative to the State Task Force on the Right to Education, the Governor’s Committee on People with Disabilities, and the Governor’s Special Education Advisory Committee. His life has been enriched by his family members and friends with disabilities. He lives in Philadelphia with his husband Ed.

National Council of Executives (NCE) Awards

The NCE Awards honor the professional excellence and achievement of NCE members who make significant contributions to strengthen the IDD community.   These awards recognize passionate and dedicated leaders.  


Karen Shoemaker, NCE Steering Committee

Executive Director, The Arc of Lehigh & Northampton Counties, PA.  We thank Karen Shoemaker for her continued years of service, now serving as the Immediate Past Chair of the NCE Steering Committee.
