NATIONAL NEWS

Department submits the 41st Annual Report to Congress on nation’s progress related to the Individuals with Disabilities Education Act
The U.S. Department of Education submitted its 2019 Individuals with Disabilities Education Act (IDEA) annual report to Congress.  The 41st Annual Report to Congress focuses on children and student with disabilities who received services specific to IDEA Part C for infants and toddlers or IDEA Part B for children and youth.  Read the 41st Annual Report to Congress preface or view the full report.


HCBS Infrastructure Improvement Act Introduced in Senate
On February 12, Senator Robert P. Casey (D-PA) introduced the Home and Community Based Services (HCBS) Infrastructure Improvement Act (S.3277). This bill provides seven-year grants to states to improve the Home and Community Based Services systems by doing at least three of the following:

  • Increasing the availability of housing;
  • Expanding transportation options;
  • Increasing wages, benefits, and support for direct support professionals;
  • Expanding competitive integrated employment; and
  • Building no-wrong-door application, referral, and counseling systems.

Signed Provider Agreements Due by MARCH 1, 2020
On January 14, 2020, the Office of Developmental Programs released an updated version of the Provider Agreement for Participation in Pennsylvania's Consolidated, Person/Family Directed Support, Community Living Waivers and Adult Autism Waiver. Providers were informed that a signed copy of this document must be received no later than close of business on March 1, 2020. 
Failure to submit a signed agreement may impact providers’ ability to successfully submit claims for services rendered after March 1, 2020.  

Office of Vocational Rehabilitation (OVR) Contact Information for ID/Autism Coordinators- Updated 1/3/20
On February 14, 2019, the Office of Vocational Rehabilitation (OVR) and the Office of Developmental Programs (ODP) released Bulletin 00-19-01, OVR Referral Process for ODP Employment-Related Services. Attachment 4 to the bulletin is the OVR Contact Information for ID/Autism Coordinators.  This updated contact information and Bulletin 00-19-01 in its entirety can be found within each audience tab on the MyODP Employment page here

Reorganization of the PA Department of Health
The Executive Board approved a reorganization of the Department of Health effective January 28, 2020. Additional information can be found here.

The Executive Board approved a reorganization of the Department of Human Services effective January 28, 2020. Additional information can be found here.

The Executive Board approved a reorganization of the Governor's Office of the Budget effective January 28, 2020. Additional information can be found here.  


Medical Assistance Transportation Program, Legislative Analysis
This analysis encompasses the current MATP model and the potential impacts of changing to a full-risk, capitated broker model as defined in RFA 28-18.  Read the legislative analysis here.
