The City Administration Wants to
Undermine Civil Service Protections
Factfinding starts this week on Friday, September 27th.
During factfinding, both sides state their positions on important issues. If you remember from prior bulletins, the City Administration's stance on civil service protections during bargaining was to remove civil service hiring protections for 75+ management classifications, and to increase the size of eligibility lists from 4 to 10.
Currently, the City Administration may only pick candidates with the top 4 Civil Service Exam scores to fill a position. In March, they wanted to change it to a Rule of 10. Under the City Administration's old proposal, they would be able to hire the candidate who places 10th on the exam. They claim this is to "streamline" hiring.
As we go into factfinding, the City Administration has regressively changed their proposal from increasing the eligibility list from 4 to 10, to now proposing that ALL eligibility lists need to be “rule of the list," as in ANYONE on the list can be hired, no matter how low they place.
Civil service rules were created so our city isn’t riddled with nepotism, favoritism, and discrimination. It provides the basis for a professional, diverse workforce by ensuring hiring and promotions are based on merit rather than who you know. The City of Oakland’s workforce is 70% people of color. But that may change if the City Administration gets its way.
They're not just gentrifying our neighborhoods. This Administration is set on gentrifying our workforce.
We're not having it. We need to fight for our right to maintain current civil service protections for ALL classifications. We're fighting to ensure that City workers are qualified for the jobs we are applying for, and to maintain a system of fairness and anti-discrimination at the workplace.
