Updated FAQ on Removal of Five-Year Bar Available
Last July, the Colorado Department of Health Care Policy and Financing (HCPF) lifted the five-year bar for lawfully present children and pregnant women who would otherwise be eligible for Modified Adjusted Gross Income (MAGI) programs through Health First Colorado (Colorado’s Medicaid program) and Child Health Plan Plus (CHP+). Effective July 1, 2016, the five-year bar was also lifted for lawfully present children and pregnant women eligible for non-MAGI Health First Colorado programs. An updated frequently asked questions (FAQ) document is available on HCPF’s website. In addition, individuals applying through the Colorado Program Eligibility and Application Kit (PEAK) will be able to select from additional, newly added non-citizen class codes and statuses, where applicable.
 
Annualized Income Methodology Implemented for Certain Eligibility Determinations
As mentioned in the June CKF Coalition Update, effective July 1, 2016, HCPF began using annualized income for certain Health First Colorado and CHP+ eligibility determinations for individuals with income from self-employment, seasonal employment, and/or commission-based employment. Outreach and Enrollment

Colorado Medicaid is now Health First Colorado!
Effective June 27, 2016, Colorado’s Medicaid program is now called Health First Colorado. The new name reflects the improvements made to modernize Colorado's Medicaid program to better engage members and improve the quality and coordination of care. A recorded webinar, style guide, FAQs, logos, and other resources for stakeholders, providers, and other partners are available here. In addition, HCPF launched a new website for Health First Colorado members at HealthFirstColorado.com.
 
Change to Connect for Health Colorado's Service Center Hours
Due to low call volume, Connect for Health Colorado’s Service Center will be closed on Saturdays outside of the open enrollment period. The Service Center can be accessed by calling 1-855-752-6749 Monday through Friday from 8:00 a.m. to 6:00 p.m.

CKF and Ezra Watland from Enroll America hosted a webinar about developing useful and practical outreach and enrollment (O&E) work plans using SMART (specific, measurable, attainable, relevant, time-bound) objectives to plan and track O&E. Listen to the recording here.

New Health Insurance Literacy Online Messaging Tool Now Live
CKF and other key partners in Colorado’s health coverage community recently launched a new online tool designed for health care stakeholders to share clear, complete information about using health insurance to access care, based on monthly themes. These resources, hosted on the CoveredHQ website, will help all Coloradans better understand and use health insurance, ultimately improving their own health and the health of their families. On June 28, 2016, a webinar explaining how to use the tool was held.   
 
August’s Health Insurance Literacy Messaging – Know Your Network
Most health plans sold through Connect for Health Colorado are “in-network only” plans where members are limited to seeing only those doctors in the plan’s specified network. Learn more about communicating with consumers about networks, messaging for stakeholders, and get sample newsletter and social media messages.
 
Health Insurance Brochures for Farmworkers Available
Farmworker Justice and Migrant Clinicians Network developed a brochure explaining health insurance and provider visits in Spanish and English. The brochures are customizable with editable space for logos and contact information.
 
Outreach to Rural Communities Presentation Available

Invitation to Discuss the Future of CHP+ in Colorado
While federal financing for the Children’s Health Insurance Program (CHIP) was extended through September 30, 2017, it is unclear whether or not Congress will consider extending federal financing beyond that date. Due to this uncertainty, HCPF has been planning and considering alternative policies and models to ensure that the children and pregnant women who are covered by CHP+, Colorado’s CHIP program, will have access to comparable sources of medical, behavioral health, and dental coverage with respect to affordability, adequacy of benefits, and availability of services. HCPF is hosting a public meeting to discuss options and receive feedback and advice from interested stakeholders on July 21, 2016, from 10:00 to 11:30 a.m. (303 E. 17th Ave., 7th Floor, Conference Room 7BC, Denver 80203, or participate by phone: (877) 820-7831, 422066).

DHS Offers Navigator Training
Denver Human Services (DHS) offers a navigator training for community partners. The navigator training includes an overview of the programs DHS offers, including food assistance, basic eligibility for Health First Colorado and cash programs, energy assistance, child support, childcare assistance program, PEAK, and a brief overview of the Affordable Care Act.
