A new study, Tax Reform and Resource Mobilization for Health, examines whether improvements in tax revenue performance due to tax administration reform actually result in more government funds for the health sector, and discusses conditions that facilitate greater allocations toward health spending. The study is accompanied by two country case studies on El Salvador and Rwanda where successful tax administration reforms, combined with other measures, significantly increased government allocations to health. Filling Gaps in Tuberculosis Service Delivery

Worldwide, TB is the leading cause of death from infectious disease. The U.S. Government TB Strategy calls for improving overall health systems crucial to the effort to improve TB control in 23 priority countries. USAID’s HFG project plays a role in the response through several programs and activities focusing on: (1) improving TB service delivery through more effective and efficient payment of providers, (2) speeding up the diagnostic process, and (3) working with ministries of health to increase their human resources and budgeting with attention to TB care. Monitoring Health Systems Strengthening Programs: Compendium of Indicators 
While there are generally accepted measures of health systems performance, there is not a single readily-available resource of HSS indicators measured at the program level for reference when monitoring and reporting on specific HSS interventions or programs. HFG and partners developed the Monitoring Health Systems Strengthening Programs: Compendium of Indicators to fill this need. Covering health financing, human resources for health, and leadership and governance, the compendium provides a wide range of indicators for monitoring and evaluating HSS programs. Financial Protection and Improved Access to Health Care: Peer-to-Peer Learning Workshop Finding Solutions to Common Challenges
In February, Ghana's Ministry of Health, National Health Insurance Authority, USAID, and HFG brought together senior delegates from countries at various states of developing or expanding their health insurance programs. Over 167 participants from nine countries deepened their knowledge and understanding of practical health financing concepts and promising solutions to common challenges such as how to grow and use financial resources to increase financial protection, improve equitable access to priority health services, and achieve financial sustainability in a universal health coverage context. Workshop Better Equips USAID/Indonesia and Partners to Engage in UHC Dialogue 
By 2019, the Government of Indonesia aims to cover all of the country’s 250 million citizens under Jaminan Kesehatan Nasional, the national health insurance scheme. USAID/Indonesia is committed to supporting the government as it works towards this ambitious goal. HFG worked with USAID/Indonesia to train staff and implementing partners on a common, well-grounded understanding of the fundamentals and challenges of achieving UHC in Indonesia. Read more...
