Updates from NHS London Procurement Partnership 15th August 2016

Medical and Surgical: new consumables frameworks
The LPP team is working with our NHS Collaborative Procurement Partnership colleagues and building three new frameworks with national coverage - the new frameworks will encompass some of the preparatory work already undertaken by the LPP team, including Haemostats and Breast & Testicular Implants, as indicated below. The frameworks are:

Theatre Surgery Consumables

Seven lots, covering Haemostats, Breast Implants, Minimal Invasive Surgery, Gynaecology and TVT, Urology Implants, Wound Closure and Surgical Mesh. The Prior Information Notice has been issued and the framework will go live in January 2017. Please note that the current LPP Laparoscopic Consumables framework expires on 31st August, but suppliers have agreed to an extension until 31st December. Clinical Consumables

This framework brings together a very comprehensive list of consumables - the nine lots include Procedure Packs, Drapes, Gowns, Surgeons Gloves and Examination Gloves, and Single Use Instruments. The Prior Information Notice has been issued and this framework will also go live in January. For more information please contact Chris Hassall.


Originally planned to be a North of England CPC framework, this is now to be available to all CPP hubs. LPP is driving for a November award. For more information please contact Gavin Kavanagh.

Vendor Neutral Managed Services - extended to 31st December
The Vendor Neutral Managed Services framework was to expire on 31st July but suppliers have agreed to an extension until the end of the year. A new Managed Service Framework for Clinical Capital Equipment, Maintenance and Associated Consumables will go live in January 2017. 
Diabetes Clinical Newsletter 
The August edition of the LPP Medicines Optimisation & Pharmacy Procurement Clinical Newsletter is now available to view. In this edition, you will find out more about our Diabetes workstream, including the background, the progress so far and what lies ahead. For further information contact the LPP Diabetes Project Pharmacist Vicky Chaplin.
MOPP 2016 conference review
The 2016 LPP Medicines Optimisation & Pharmacy Procurement Primary & Secondary Care Event took place on 11th  July. It attracted Heads of Medicines Management Teams, prescribing advisers, practice pharmacists and chief pharmacists from both primary and secondary care. You can read more about the day on the LPP website.
Agency rate caps: don't go off-framework, stand firm
1.    Ensure you only use agencies on a Monitor-approved framework such as LPP's for your temporary staffing needs, ensuring that the rates agencies charge are framework rates
2.    Ensure you communicate that decision to all agencies you use, stating too that if they wish to continue being a supplier to your organisation, they will need to abide by the imposition of the soon-to-be-announced caps; and
3.     Ensure your staffing team is familiar with the new DH NHS Staffing Toolkit

If you go 'off framework' and pay more than framework rates, that puts pressure on your neighbouring organisations which then have to pay more to fill their own vacancies. If every organisation holds firm, we can get a hold on pricing.
