Updates from NHS London Procurement Partnership 11th December 2015

Agency staffing: £1.3m cost pressure in Qs 1 and 2
The latest CIPS reports show that 23 members are paying over the odds for agency staffing by not adhering to the rates on the framework - in total, they paid more than £1.3m over framework rates in the first two quarters of the financial year. One trust alone has paid £94,946 more than it needed to. The agency market is a local market, and any rate escalation in one organisation has a significant impact on the next. It is important to adhere to the framework pricing, as this will support the implementation of the new rate caps introduced on November 23rd. Monitor is running a webinar this coming Monday on how to identify issues in your trust (see below) and support NHS organisations to reduce agency staffing. In addition, the new Clinical Staffing framework due for May 2016 (see below) is being designed to enable trusts to adhere to the new rate caps. If you need support on managing your agency spend, please contact Preeya Bailie, LPP's Agency workstream lead.

Staff Bank Managers' Workspace
LPP has created a Staff Bank Managers' workspace on the my.lpp portal. This will enable you to be kept up to date with, and to discuss in a secure environment, agency staffing developments. LPP will be posting essential information there, and users will be able to contact each other, share benchmarking information, best practice and any useful documents.  Please look out for your invitation to join the workspace - if you have not yet received it, please contact Stephanie Alexander.

Minor Works Dynamic Purchasing System: information events for members
LPP's second DPS, for Minor Building Works, goes live on 4th January. As this is a DPS and not a traditional framework, it has the flexibility to enable suppliers to join the DPS at any time. It covers a very wide range of minor works, from electrical and carpentry to design and build. Members not familiar with the DPS process are invited to attend information sessions being held at LPP's offices on 5th and 8th January.

Clustering for success

Following a decision of the LPP steering board, a number of members have agreed to move forward with procurement clustering. This work is now underway within the mental health cohort and also a number of acute trusts within South West London. The first stage is establishing existing synergies and developing a business case. Other members will be invited to cluster as these forerunners make progress. For more information, please contact Mick Corti, LPP Commercial and Business Development Director

How to access CPP frameworks

Full information on accessing the NHS Collaborative Procurement Partnership agreements, and where to find lists of current agreements, is available on the LPP website.
