Updates from NHS London Procurement Partnership 6th October 2015

Language Services Dynamic Purchasing System now live
The new DPS for Language Services is now live and is accessible by all public sector organisations across England. Language services includes face to face interpretation (spoken and non-spoken), telephone interpretation, and written translation and transcription. It also includes a Lot for a managed service provision.

As this is a DPS and not a traditional framework, it has the flexibility to enable suppliers to join the DPS at any time, and for purchasing organisations to specify their individual requirements.

Plastipak syringes - new commitment discount
A new commitment discount agreement is in place with Becton Dickinson for the supply of syringes. The previous arrangement, for syringes and microlance needles, ended on 30th September. Further to the Health and Safety (Sharp Instruments in Healthcare) Regulations 2013, BD is no longer offering discounts on non-safety needles. If you have any questions, please contact Chris Hassall, LPP Senior Category Manager.
LPP agency staffing framework approved by Monitor
Monitor has approved the National Framework for the Supply of Nursing and Nursing-Related Staff. This approval is part of the process to cap the rates paid by the NHS for temporary staffing. All NHS organisations are now required to use agencies on approved frameworks.

Non Medical Non Clinical survey: extra 10% target
Heads of Procurement have been sent a link to a survey designed to assess requirements for the upcoming NMNC further competition, which targets a further 10% on NMNC staffing rates. Please respond by close of play Monday 12th October. If you have any questions please contact Stephanie Alexander.
Agency rate caps: don't go off-framework, stand firm
1.    Ensure you only use agencies on a Monitor-approved framework such as LPP's for your temporary staffing needs, ensuring that the rates agencies charge are framework rates
2.    Ensure you communicate that decision to all agencies you use, stating too that if they wish to continue being a supplier to your organisation, they will need to abide by the imposition of the soon-to-be-announced caps; and
3.     Ensure your staffing team is familiar with the new DH NHS Staffing Toolkit

If you go 'off framework' and pay more than framework rates, that puts pressure on your neighbouring organisations which then have to pay more to fill their own vacancies. If every organisation holds firm, we can get a hold on pricing.
