Awarded

Beijing Goldenway Bio-tech (BGB)’s organic waste recycling and farmland quality improvement project in Chengdu won the Fourth Annual Paulson Prize for Sustainable Cities. Hank Paulson presented the award to Chengdu Vice Mayor Liu Liedong in Beijing. A public-private partnership between BGB and the local government, the innovative project addresses urban waste while tackling soil pollution—with a commercially sustainable solution that could be scaled across the country.

A new Investment Case Study tells the story of Hisense, a state-owned Chinese television manufacturer that invested in the United States market in 2001, eventually moving to Georgia in an effort to further its products in the U.S. The case focuses on how the "biggest technology company you’ve never heard of" has tried to brand itself, market its products, and ultimately compete successfully in the U.S.—with lessons for other Chinese firms trying to climb the value chain and establish global brands.

Conservation

As part of ongoing efforts to help China establish a national park system, the Institute recently held an international conference in Beijing to share best practices, in collaboration with the National Development and Reform Commission (NDRC) and sponsored by the Heren Foundation. Eight experts from the U.S., New Zealand, and China gave reports, with U.S. parks officials noting that national parks are a reflection of a country’s national image—highlighted not only by important natural ecosystems, but also by unique natural landscapes and cultural connotations. The Institute is working with the NDRC to help establish guidelines for China’s national parks system, with the help of case studies of six other national parks systems.


THink Tank

In a new Paulson Institute book, the People's Bank of China's chief economist Ma Jun makes the case that the trade-off between economic growth and a healthy environment is not inevitable. In his ambitious proposal to tackle severe air pollution and drastically reduce the level of so-called PM 2.5 particles―microscopic pollutants that lodge deeply in lungs―Ma argues that in targeting pollution, China has a real opportunity to undertake significant structural economic reforms that would support long-term growth. Rooted in rigorous analyses and evidence-based projections, Ma’s “big bang” proposal aims to mitigate pollution and facilitate a transition to a greener and more sustainable growth model.


Green Finance

The Institute co-hosted “Greening the Financial System: Enhancing Competitiveness Through Economic Development,” a high-level discussion. The meeting, co-convened by UNEP, SIFMA, Bloomberg Philanthropies, IIF, and EBF, was the third in a series of green finance symposia. Global financiers and government officials noted the need—and opportunity—for green finance to become a central part of mainstream finance. During its G20 presidency, China prioritized green finance, and the Institute has been working with the government to develop recommendations, including promoting voluntary principles for green finance and increasing cross-border investment in green bonds.


THink Tank

China's national food safety system is in disarray, according to a new Paulson Policy Memorandum by Indiana University professor John Kojiro Yasuda. Despite state efforts to fix the issue, survey data suggests that food safety now represents one of the top three governance concerns of the Chinese population, along with inequality and corruption. Yasuda explains that China’s safety-related food failures result in part from the challenges of governing a system of such massive scale. What China needs, he concludes, is a new multi-level division of labor between Beijing and local governments to assure more effective regulatory oversight.

奖项

第四届保尔森可持续发展城市奖颁奖典礼在北京举办,北京嘉博文生物科技有限公司在成都开展的“城乡有机废弃物循环利用和耕地质量提升”项目荣获大奖。保尔森主席向成都市副市长刘烈东颁奖。嘉博文与当地政府合作,通过公私合营模式(PPP)开展该项目,以创新方式解决城市餐厨垃圾和农村土壤污染两大难题,且具备商业盈利能力,可以在全国推广。

保尔森基金会智库发表最新投资案例研究报告,探讨中国国有电视机制造商海信投资美国的案例。该公司2001年进军美国,最终迁址佐治亚州,以便在美国进一步打开海信产品的市场。研究重点讨论自称“您闻所未闻的最大科技公司”如何努力打造自有品牌、推广产品,最终成功在美国市场开展竞争的过程,为其它沿价值链努力攀升及创建国际品牌的中国企业提供借鉴。

生态保护

作为帮助中国建立国家公园体系工作的一部分,由保尔森基金会与国家发展改革委联合主办、河仁慈善基金会资助的关于相关领域国际最佳实践的会议最近在北京举办。来自美国、新西兰和中国等国的八名专家作了专题报告。美国专家指出,国家公园代表国家形象,既有重要的自然生态系统,又有独特的自然景观和文化内涵。保尔森基金会正在与国家发展改革委合作,在参考六个国家的国家公园体制案例研究报告的基础上,编制中国国家公园体制建设指引。


智库

保尔森基金会最新出版了中国人民银行首席经济学家马骏的著作。马骏在书中阐述了经济增长与健康环境之间的取舍并非不可避免的原因。他雄心勃勃地提出要解决严重空气污染问题并大幅降低所谓的PM 2.5颗粒浓度,因为这种极其微小的污染物会存留在肺的深处。马骏认为,针对污染问题,中国实际上可以进行重大结构性经济改革,实现长远发展。马骏提出的“大改革”建议源于严谨的分析和有证据支持的预测,目标是减轻污染,促进向更绿色、更可持续的增长模式转型。


绿色金融

保尔森基金会联合主办的“推进绿色金融体系:通过经济发展提升竞争力”国际圆桌高峰会议在美国华盛顿特区召开。此次会议由保尔森基金会与联合国环境规划署、美国证券业与金融市场协会、彭博慈善基金会、国际金融协会及欧洲银行业联盟共同召开,是第三次围绕深化绿色金融体系召开的系列会议。全球金融界人士和各国政府官员就绿色金融成为主流金融的核心部分的必要性以及存在的机遇进行了探讨。中国在担任二十国集团轮值主席国期间将绿色金融列为重点工作之一。保尔森基金会正与政府机构合作,针对推广绿色金融自愿原则和扩大跨境绿色债券投资等问题提出政策建议。


智库

保尔森基金会政策备忘录最近发表了印第安纳大学助理教授约翰•安田湖次郎的文章。作者认为,中国的食品安全体系秩序混乱,尽管国家不懈努力,但调查数据显示,食品安全仍然是中国人心中的三大治理挑战之一,另外两项是不平等和腐败。作者认为,中国在食品安全问题上的失败源自于治理大型体系的挑战,建议中国制定一套从中央到地方的多层级分工体系,并确保落实更有效的监管。
