A Dangerous Delay 2: The Cost of Inaction
One person is likely dying of hunger every 48 seconds in drought-ravaged Ethiopia, Kenya, and Somalia. More than a decade since the delayed response to the 2011 famine that killed more than 260,000 people in Somalia, the world is once again failing to avert catastrophic hunger in East Africa. Urgent appeals are woefully funded, as other crises, including the war in Ukraine, are worsening the region’s escalating hunger crisis.
Published by the Jameel Observatory, Oxfam International, and Save the Children, this 2022 follow-up report examines the changes in the humanitarian aid system since 2011. It finds that despite an improved response to the 2017 East Africa drought when widespread famine was averted, the national and global responses have largely remained too slow and too limited to prevent a repeat today.

FY 2022 Title II IFRP FINAL RFA: Title II Grant Funding Opportunity for Commodity Transport/Delivery/Distribution
Deadline for Questions: June 1, 2022 at 11:59 AM ET
The USAID's Bureau for Humanitarian Assistance (BHA) has released the Fiscal Year (FY) 2022 International Food Relief Partnership (IFRP) Request for Applications (RFA) for the transportation, delivery, and distribution of shelf-stable prepackaged food commodities. This is the final RFA and it is in support of USAID/BHA’s Title II IFRP grant program. The FY 2022 IFRP Transportation RFA (# 720BHA22RFA00002) has been published on Grants.gov. It will also be available on USAID/BHA IFRP webpage.
Please note that the deadline for final questions is June 1, 2022 at 11:59 AM ET, and the deadline for final submission for all IFRP grant applications is June 21, 2022 at 11:59 AM ET. All questions and/or requests for additional information regarding the 2022 IFRP Transportation RFA should be addressed to Ben Vogler at IFRP@usaid.gov.

Request for Concept Note Evaluations of BHA’s COVID-19 Response
Deadline: June 10, 2022
The USAID Bureau for Humanitarian Assistance (BHA) is seeking Concept Notes (CNs) to evaluate and record the program performance of the FY21 COVID-19 response projects portfolio as well as evaluate specific technical or sectoral aspects of BHA’s COVID-19 response across FY2020-FY2022. The purpose of these evaluations is:
- To improve USAID’s and humanitarian actors’ understanding of the performance of the BHA-funded response to COVID-19 in the humanitarian space;
- To identify detailed and targeted future recommendations and learnings from BHA’s COVID-19 response, contributing to improved BHA’s future programming in outbreak response in humanitarian contexts.
The project period is 24 months with a total funding amount of up to USD $1.1 million. Applicants should submit their CNs to Pamela McClure at awardsmanager@laserpulse.org by 5:00 PM ET, June 10, 2022. Questions concerning the call for CNs should be sent to Leulsegged Kasa at lmekonen@purdue.edu no later than 5:00 PM ET, May 31, 2022.
