The independent Disciplinary Panel of the British Horseracing Authority will convene on Thursday 29 April to hear the following:

The Handicap Stakes (Class 2)

An appeal against the decision of the Stewards at Chelmsford to uphold the placings following an enquiry that was held to consider the placings in this race after interference shortly after turning in, when the winner, HABIT ROUGE, ridden by Marco Ghiani, interfered with SOCIETY RED, placed fourth, ridden by Tony Hamilton, which in turn interfered with UNITED FRONT, placed second, ridden by Josephine Gordon. Considering where the incident took place in relation to the winning line and being satisfied that HABIT ROUGE always appeared to be holding UNITED FRONT, with a neck between both runners at the line, the Stewards ordered the placings to remain unaltered. The interference was found to be accidental in that HABIT ROUGE moved sharply right-handed beyond Ghiani’s control, causing interference to both SOCIETY RED and UNITED FRONT on its outside

12.00pm - Micky Hammond - Horst (FR)

Whether licensed trainer and responsible person Micky HAMMOND is in breach of Rule (G)2.1 (The presence of a Prohibited Substance in a Horse’s Sample) of the Rules of Racing due to the presence of the Prohibited Substances phenylbutazone and oxyphenbutazone in a post-race sample taken from HORST following the 14.30 Every Race Live on Racing TV Handicap Hurdle held at Catterick Racecourse on 22 February 2019.

Whether, because its post-race sample tested positive for a prohibited substance, HORST (FR) should be disqualified from the relevant race under Rule (A)74.2 (Disqualification of
horses in races already run) Ground 3.

Whether Mr HAMMOND breached Rule (C)13.1 by failing to keep a clear and accurate record of the administration of treatments and medications to horses under his care and control.
