PNND Update


Dear friends,

On Nov 5, the First Committee of the United Nations General Assembly (Disarmament and International Security), adopted a number of resolutions including one that establishes an Open Ended Working Group (OEWG) to undertake work on legal measures to achieve a nuclear-weapon-free world, and other measures that could contribute to multilateral nuclear disarmament negotiations. The OEWG, open to all UN member countries and also to civil society, will be convened in Geneva and will run for the equivalent of 15 full working days in 2016. It was proposed by Mexico and 22 co-sponsoring countries, following frustration that the Conference on Disarmament has been unable to negotiate any nuclear disarmament agreements since the Comprehensive Nuclear Test Ban Treaty in 1996.

The OEWG will follow-on from an earlier OEWG that met in Geneva in 2013 to ‘to develop proposals to take forward multilateral nuclear disarmament negotiations.’ These proposals were reflected in the final report of the 2013 OEWG, see UN body adopts report on advancing nuclear disarmament negotiations, and were developed further in working papers to the 2015 NPT Review Conference.

The 2016 OEWG might be able to identify which proposals (legal measures) could be negotiated in the near future, report on this to the 2016 UN General Assembly and pave the way for actual negotiations to commence in 2017.
PNND was very active in the 2013 OEWG, organising a panel on the role of parliamentarians, co-hosting side events, participating in the Open the Door campaign, and building support from the Inter Parliamentary Union and OSCE Parliamentary Assembly.

We plan to also be active in the 2016 OEWG. Parliamentarians have a key role to ensure that their countries participate in the OEWG, and to build political support for effective measures proposed to the OEWG. PNND will follow the proceedings and keep you posted about further news and campaigns.
