6:35 - 7:45 - 15th Avenue SE + 8th Street SE
presenters: Jeff Schoeneck (Architect) and Paul Ragozzino (Project Manager) of Cuningham Architecture

Summary: proposed 15th & 8th Project is a mixed-use student housing development with 810 Bedrooms (882 Beds) in 274 Units, along with approximately 2,200~ SF of retail at the corner of 15th Ave SE & 8th St SE

Land Use Applications under consideration:

Based on staff’s preliminary review, the following land use applications have been identified and are being submitted at this time:
  1. Rezoning from the R5 Multiple-family District and the I1 Light Industrial District to the OR3 Institutional Office Residence District.
  2. Conditional use permit to increase the height of the building from 6 stories/84 feet to 12 stories/141.75 feet.
  3. Variance to increase the maximum floor area ratio from 4.2 to 6.71.
  4. Variance to reduce the required front yard along 15th Avenue SE from 15 feet to 0 feet.
  5. Variance to reduce the required front yard along 14th Avenue SE from 15 feet to 0 feet.
  6. Variance to reduce the corner side yard setback along 8th Street SE from the required 15 feet to 0 feet.
  7. Variance to reduce the north interior side yard setback from the required 27 feet to 10 feet for the building and to 0 feet for mechanical equipment and a dog run.
  8. Lot coverage variance from 70 percent to 83.3 percent.
  9. Impervious surface variance from 85 percent to 90 percent
  10. Parking variance from 405 spaces to 192 (non-tandem) spaces for the residential use and from 3 to 0 spaces for the retail use.
