Essential business guidance

We understand the Level 4 business operation rules are essentially the same as last time, so businesses that were able to operate under Level 4 last time will be able to do so again.  If you have an enquiry about the Alert Level 4 rules or if you are unsure if you can operate, you can call 0800 424 946 for advice.

Businesses or services necessary to maintain other Alert Level 4 businesses or services can operate.

A list of essential businesses is available here:

If your employees need to work on site, you should:

  • limit the number of people on site so everyone can safely stay 2 metres apart
  • offer flexible working arrangements, for example, staggered meal breaks, or staggered start and finish times to help with physical distancing
  • clean and disinfect your workplace regularly
  • provide employees with handwashing facilities
  • have personal protective equipment (PPE) available for employees to use
  • encourage workers to wear a face covering if physical distancing is difficult
  • display your QR code and have an alternative contact tracing system for workers and customers to use.

If your workplace is allowed customers on premises make sure you encourage everyone to:

  • scan in using the NZ COVID Tracer App or fill out a contact tracing register
  • sanitise their hands on entry
  • physically distance by installing barriers, closing every alternate checkout or having a "one-in, one out" policy
  • use contactless payment options

If your business cannot meet all Alert Level 4 rules to operate safely, your workers should not go into work.

Travelling to work at Alert Level 4
If your employees need to go into the premises or work on site, they can use public transport to commute.

Employees may be asked to show who they work for so they can prove they have a reason to travel. We recommend you provide your employees with a letter to confirm who they are, and their role.

Everyone legally must wear a face covering on all public transport, unless they have an exemption.

Essential worker travel template

The Government’s intention is to stop economic activity at business premises beyond that which is necessary to ensure the preservation of life and wellbeing. Please consider carefully which elements of your business are genuinely essential. The Government has indicated it will take any breach of these guidelines during Level 4 extremely seriously.
