COVID & Safety Net Innovation (CASI) TA Initiative

The Office of Community Services (OCS) has sent CSBG DCL-2022-07 COVID and Safety Net Innovation (CASI) TA Initiative FY2022 to CSBG Tribal recipients. The guidance provides an opportunity for CSBG eligible entities and state, county, and Tribal Temporary Assistance for Needy Families (TANF) agencies with documented partnerships to participate in the CASI TA initiative to work closely with the OCS and Office of Family Assistance (OFA) to receive Training and Technical Assistance focused on designing and planning new approaches to strengthening the safety net, including collaborative, structured partnerships across safety net programs. CSBG eligible entities and Direct Funded Tribes will have the opportunity to self-nominate. Deadline for FY20 Regular CSBG Funds

The December 30, 2021 deadline for drawing down all Regular CSBG FY20 Funds is just around the corner. Please double check with your fiscal staff that all Regular CSBG FY20 Funds have been liquidated.

LIHEAP/ERA Coordination Webinar & Resources

The Office of Community Services (OCS) has sent CSBG DCL-2022-09 LIHEAP ERA Coordination Updates FY2022 to provide additional information regarding coordination efforts between the Low Income Home Energy Assistance Program (LIHEAP) and the Emergency Rental Assistance (ERA) Program. This communication also provides information on how federal utility assistance funding can be leveraged to mitigate the impact of rising home heating costs for low-income households. It also includes the White House meeting on American Rescue Plan Resources Addressing Home Heating Costs readoutrecording, and fact sheet.

In addition, OCS sent CSBG DCL-2022-08 LIHEAP and ERA Winter Month Energy Assistance Resources to encourage CSBG recipients to coordinate with the Low Income Home Energy Assistance Program (LIHEAP) and the Emergency Rental Assistance (ERA) Program. On Wednesday, December 15, 2021, the Office of Community Services and the Treasury Department hosted a webinar for Tribal grantees to discuss ways LIHEAP and ERA grant recipients can coordinate and collaborate to meet home energy needs of low-income households. In January, OCS will host Office Hours to support LIHEAP and ERA grant recipients as they begin to adopt coordination guidance, continue to implement best practices and discuss various ways LIHEAP and ERA grant recipients can coordinate and collaborate to meet the comprehensive home energy needs of individuals and families this year.

2022 CAP Management & Leadership Conference

The Community Action Partnership is hosting a virtual 2022 Management and Leadership Training Conference (MLTC) on February 2-4, 2022. This conference will feature a variety of training workshops, structured roundtable discussions, dynamic speakers and virtual networking opportunities. This is a great opportunity for both new and emerging leaders and managers.

Sample Mandatory Vaccination Policy Template

CAPLAW recently issued a step-by-step compliance guide to help the Community Action network navigate the employee vaccination mandates announced by OSHA, Head Start, and the Centers for Medicare and Medicaid Services (CMS). They have also provided the Head Start Mandatory Vaccine Policy Template. The template is intended for Community Action Agencies that are subject to the Head Start mandate as well as the OSHA Emergency Temporary Standard (ETS) on vaccination and masking. This policy helps organizations plan for an organization-wide vaccination and mask mandate.

New Toolkit Available on COVID-19 Boosters

The CDC has strengthened its recommendation on booster doses for individuals 16 years of age and older. Everyone ages 16 and older are recommended to get a booster shot either when they are 6 months after their initial Pfizer or Moderna series or 2 months after their initial J&J vaccine. Currently, only the Pfizer-BioNTech COVID-19 vaccine is authorized and recommended for adolescents aged 16-17.

The We Can Do This COVID-19 Public Education Campaign recently released a new toolkit on COVID-19 boosters. The toolkit includes helpful posters and flyers, social media templates, and sharable videos to help explain why all vaccinated adults ages 16+ should get a COVID vaccine booster to strengthen protection against COVID and its variants. The Department of Health and Human Services (DHHS) Office of Minority Health (OMH) sent a holiday bulletin wishing everyone a safe, healthy and happy Holiday Season and recommends people eligible to get a COVID-19 booster to visit to find available vaccines near you. Remember children ages 5-11 are now eligible to get a vaccine joining individuals age 12 and over who were previously deemed eligible.

ACF Toolkit & Materials: Monthly Child Tax Credit

The Administration for Children and Families has released a toolkit and materials to support outreach efforts regarding the Child Tax Credit (CTC) to communities and populations most affected.

DOE Expands Weatherization Program Eligibility

The Department of Energy Weatherization Assistance Program has announced in WPN 22-5: Expansion of Client Eligibility in the Weatherization Assistance Program (WAP) that the Secretary of Energy has approved expanding eligibility to include categorical income eligibility to HUD means-tested programs. This allows better referral services for low-income households and will reduce burden on both intake agencies and households trying to obtain services.

IHS Domestic Violence Prevention Funding

The Indian Health Service (IHS) is accepting applications for grants for the Domestic Violence Prevention (DVP) program. This IHS grant supports the development and expansion of DVP programs by incorporating prevention efforts that address social, spiritual, physical, and emotional well-being of victims by integrating culturally appropriate practices and trauma-informed services for Tribes, Tribal organizations, and Urban Indian organizations serving American Indian/Alaska Native populations. This program promotes prevention efforts that address domestic and sexual violence, including sexual exploitation/human trafficking, Missing and Murdered AI/AN people and child maltreatment. Applications are due February 2, 2022.

The National Indian Health Board (NIHB) is looking for COVID-19 vaccination success stories from Tribes, Tribal members, or Tribal organizations. NIHB would like to highlight all of the great work being done to vaccinate Tribal members by sharing your success story on their social media page with a goal to inspire those who are unvaccinated. You can submit a video (less than 60 seconds) or a photo and a short description of your story.
