Governor McAuliffe’s announcement today that he will ignore the provisions of the Constitution of Virginia and previous rulings of the Virginia Supreme Court by vetoing the budget amendment I sponsored is disappointing but not surprising.
From its outset, it has been clear that this Administration does not believe itself to be bound by the Constitution.  This was illustrated by his repeated claims during the unnecessary budget impasse that he would force a shutdown and operate the Commonwealth without a budget.  Eight days ago, that scheme was rejected by the General Assembly, which is why he now has a budget to consider.
Governor McAuliffe does not have the authority to unilaterally expand Medicaid.  If he ignores the Constitution by continuing on a course to do so, I am confident that he will be given a refresher course on the limits of his powers from both the legislative and judicial branches of Virginia government.
